When a youth joins a troop today they complete the requirements for the Scout badge.  On January 1, 2016 that will change.  Scout will become a rank with a new set of requirements and a new uniform patch.  All youth that join a troop after Jan 1 will use the new requirements.  You can read a lot more about this at http://blog.scoutingmagazine.org/2015/10/19/scout-currently-joining-badge-become-rank/#more-46909
